REGIONAL DEVELOPMENT THROUGH THE IMPROVEMENT OF THE IMPLEMENTATION OF MUNICIPAL FUNCTIONS ELECTRONICALLY USING THE DEVELOPMENT OF ADMINISTRATIVE REGULATIONS

Abstract

Purpose. The purpose of this paper is the analysis of the factors influencing the process of management of municipal functions electronically, as well as the development of the main directions of improving the implementation of the management tools of municipal functions electronically. Methods. Scientific and special research methods: analysis and synthesis, deduction and induction, systematic approach, content analysis, analogy, modelling were used. Results. Review of existing legislation revealed that Russia has still not adopted the regulations that would establish uniform requirements for the implementation of State and municipal functions electronically. As a result of the study the authors designed an author’s definition of municipal function. A development model of electronic administrative regulations as formed. It is a system of interrelated blocks and allows you to move to a more effective implementation of municipal functions. Scientific novelty and originality consists in formulating the development model of electronic administrative regulations based on the systematization and streamlining of the existing informative base, the distinctive feature of which is the simplicity and universality facilitating its use not only in the development of electronic administrative regulations, but also administrative regulations in general, suitable for any municipal entity, regardless of its status.
