LOCAL AUTHORITIES AS SOCIO-ECONOMIC SYSTEM

Abstract

Purpose. To consider the concepts of municipal management through the prism of the systematic approach and to prove that municipal administration is a system and it is the type of socio-economic systems. Methods. The concepts of “system’, “municipal administration”, “social system” and “economic system” have been analyzed. Results. Having carried out the decomposition of the “socio-economic system” concept the author has made a conclusion that municipal authorities are a system which refer to the type of socio-economic systems. In further research it is proposed to create a graphic model of local government bodies mapping the main elements, links and processes. Scientific novelty. The scientific novelty is in building links between the objectives of local government bodies, set by the federal legislation, and the tasks of socio-economic systems, which brings to the conclusion that local government bodies are a socio-economic system.
