Abstract

The article studies forms and methods of personnel policy of the state in modern conditions from the point of view of adequacy of its available tools to the purposes and tasks of society modernization, assesses strategic and tactic possibilities of the established personnel policy for solving matters of organization and self-organization of public life, analyzes three key aspects of modern personnel policy moral, professional and psychological in relation to the personality of the public and municipal officer, provides characteristics of the basic principles of personnel policy with their extrapolation to practical matters of the management of economics, politics and culture at the current stage of reformation of the country, emphasizes the need to combine technocratic and humanitarian approaches in the personnel operation of the authority.
