Abstract

Purpose. Identify opportunities for the regions in improving institutions. Identify ways of improving governance systems in the region. Methods. Carried out the study of theoretical and methodological bases, used methods of comparative analysis, synthesis, evaluation was carried out socio-economic phenomena. Results. An number of arguments in favor of the institutional development of individual regions, described the approaches to the formation of the system of regional authorities, identified weaknesses in regional governance, made recommendations to improve the mechanisms of functioning of the regional authorities and improve the institutional environment. Scientific novelty. Author formulated the principle of reasonableness of the state apparatus costs. An approach to the formation of the experts department in the public service. Suggestions for unification of the institutional environment.
