Revisiting modernization specificity of supplementary vocational education programs of state civil servants

Abstract

Purpose. To define opinion peculiarities of representatives of the researched social-professional group (state civil servants) on educational needs that are topical for them and the efficiency of functioning of supplementary vocational education. To formulate relevant recommendations within the context of issues connected with development and content of supplementary vocational education practice of state civil servants. Methods. The author analyzed the results of a questionnaire survey of state civil servants of Sverdlovsk region (N=400), conducted by him in March 2015. Results. The author proved the thesis concerning the belonging of civil service to the number of activities determined as examples of “dual professions”; identified the meaning of programs of supplementary vocational education as a compensation factor of gaps in the basic educational qualification of state civil servants framework. The author committed the fact of civil servants’ acknowledgement of own professional activity specificity stipulated by the phenomenon of “dual profession” and content of corresponding educational needs. Scientific novelty. The author interpreted the results of the survey from the point of view of “dual profession”, which was not revealed in detail in national sociology. Taking into account the results of the data analysis received through questionnaire survey, the author formulated recommendatory nature statements concerning essential and technological practical aspects of supplementary vocational education of state civil servants.
