Abstract

Purpose. The article studies management mechanisms of formation and development of innovative subsystems at meso-level. The object of research. The object of research is the innovative subsystem of the Republic of Karelia. Results. The article develops methods and provides a system of indicators characterizing the state and development of the regional innovation system. Based on the dynamics of the index of scientific and innovative capacity development an index of regional innovative development has been drawn out. The index includes three units: opportunity to generate innovation, potential commercialization of innovation and efficiency of innovation policy of regional authorities. The degree of influence of the innovation capacity components on the development of innovative subsystem has been evaluated. Based on the dynamics of the index of scientific and innovative capacity development an index of regional innovative development has been drawn out. In the course of studying factors that influence the development of the regional innovation subsystems the need for a subsystem of innovation production and a subsystem of commercialization of innovations has been justified. On the basis of the generated system of indicators the analysis has been carried out identifying the most significant factors affecting the development of regional innovation subsystems at meso-level. Scientific novelty. It is the first time when, along with referring to typical methods for assessing the innovative capacity and innovative activity, the need for providing the subsystem of innovation production and the subsystem of commercialization of innovations has been justified. On the basis of the generated system of indicators the analysis has been carried out identifying the most significant factors affecting the development of regional innovation subsystems at meso-level.
