Abstract

Topicality. Effi ciency of the strategic management system on the North of Russia is mainly determined by the quality of articulation and aggregation mechanisms of the main actors’ interests. In this connection formation and sustaining of effi cient mechanisms of recognizing and realizing interests of the population, living in the North of Russia is the important task for federal and regional power bodies. Purpose. Research of articulation and aggregation mechanisms of public interests in the arctic and subarctic regions of Russia and analysis of the ways for their quality improvement. Methods. In the research, the author used the following scientifi c methods: comparative, structural-functional, analysis of documents on the issues of strategic development of the North and the Arctic Region of Russia. Results and practical relevance. In the paper the author researched key mechanisms of articulation and aggregation of public interests in the Northern regions of Russia, analyzed the main regional expert and analytical institutes (centers of strategic research and development, scientifi c centers, big universities). The author gives recommendations on improvement of accounting instruments and mechanisms of public interests of the arctic and subarctic regions of Russia. The given research can be useful for further theoretical and applied development connected with issues of perspective social and political development of the northern and arctic territories of Russia. Scientifi c novelty. The author identifi ed and analyzed key mechanisms of articulation and aggregation of public interests in the arctic and subarctic regions of Russia, researched the main risks of their functioning and offered recommendations concerning quality improvement of the system of public interests’ consideration in the North of Russia.
