Abstract

Topicality of the subject is determined by the fact that public management of water biological resources in the sphere of their availability for indigenous low-numbered peoples of the North needs correction due to complexity of its mechanism. In this case, management in this sphere should provide water bio resources conservation, fi shery legalization and conservation of the traditional way of living for indigenous low-numbered peoples of the north. Purpose. Study of public management of water biological resources in the sphere of their availability for indigenous low-numbered peoples and proposals on its correction. Subject of research. Mechanism of providing water biological resources for indigenous low-numbered peoples. Methods of research. As part of the research, the authors studied normative legal acts regulating the given sphere of public relations and statistical data analysis on availability of bio resources and tracking removal of water bio resources. Results. The authors researched mechanism of water biological resources in the sphere of their availability for indigenous low-numbered peoples of the North by the example of Nenets autonomous region, developed proposals on its correction and determined approximate amount of water bio resources removal in exercising such type of fi shing. Scientifi c novelty. Analysis of public management of water bio resources in the given sphere is applied to the Nenets population for the fi rst time and shows low interest of indigenous low-numbered peoples of the North in legal fi shing using the given mechanism of assignment of water bio resources for use. Practical importance. The results of the research can be used for making amendments in normative legal concerning correction of the mechanism of assignment of water bio resources for use, evaluation of their consolidated removal by indigenous low-numbered peoples of the North, Siberia and the Far East.
