FUNCTIONING ACTIVISATION OF PUBLIC STRUCTURES IN ADMINISTRATIONS OF MUNICIPAL ENTITIES IN ARKHANGELSK REGION

Abstract

Subject. Activity of municipal entities administrations of Arkhangelsk region and quality of public services provision. Purpose. Using the results of the conducted analysis the author develops actions contributing to the increase of efficiency functioning of structures in administrations of public entities. Results. In the article, the author systematized and assessed the main stages, objectives, expected results, efforts and achieved results of the activity concerning the quality improvement of the mentioned public services provided by the municipal power bodies. The author introduced and analyzed the data on the condition and achieved results received from sociological research. Scientific novelty. a) There is a complex of complicated problems to be solved by municipal entities, the main of which is insufficiency of financing having enough responsibilities connected with necessity to solve numerous complicated issues of a local society; b) in the existing situation there is an urgent need to increase the efficiency public power bodies with the help of municipal entities on the basis of managerial structures improvement. It will allow to use potential of municipal economy particularly entrepreneurship as a factor of production and employment efficiently; c) reorganization of the given line-functioning structure into a new type including line-staff and projecting is the most productive version of administrations activity improvement. The given structures functioning within the framework of the single integrated structure based on an organizational-legal mechanism possess an ability for rapid transformation from one form to another; d) it is necessary to continue efforts to increase functioning qualities of the corresponding structures including them into the process of development and decision-making by local society representatives. Effectiveness of the main office and all managerial structure depends on interests and demands of local society as a mechanism for activation of cooperation system is built on cooperation between the power and the population. The main objective is to develop conditions for people’s cooperation – as a source of power by representatives – segments and power bodies.
