As a result, a formalized methodical approach was developed to select the optimal metropolitan governance model, which reduces the likelihood of conflicts between management entities in the agglomeration development process. A distinctive feature of the approach is the combination of taking into account the interests of the subjects of management, the properties of metropolitan governance model, and quantitative analysis.
