Pupose is to develop a set of theoretical and applied aspects revealing the concept of mesocluster organizations as a special form of management of territorial development (using the example of the Vladimir region). Methods. The methods of a system approach, statistical methods, and methods of formal logic are the theoretical and methodological basis for the research. Preparing the article, the authors relied on particular provisions of economic theory, developed by representatives of the Marxist, neoclassical and institutional schools. Results. In theoretical terms, the article promote to elucidation and broaden of the conceptual apparatus of the basics of mesocluster organization as a special form of managing territorial development. The applied value of the research includes specific design solutions for the interaction of the participants of the Moscow macroregion. It is proved that at the present stage of development the cluster theory and mesocluster approach should be considered as the most effective method of organization of regional economic policy, allowing to provide integrated and balanced development of territories and the competitiveness of all elements of the system. Scientific novelty. The thesis about the objective nature of the growing diametrically opposed development in the territorial and sectoral aspects as a consequence of the law of uneven economic development and the use of available resources, which causes significant economic and social costs, is substantiated. The author's position of counteracting the unevenness caused by the structural heterogeneity of the economic system is substantiated; the mesocluster approach, which significantly allows to reduce negatives, costs and losses associated with the uneven and spontaneous development of the regional economy, is proposed and substantiated.
