Published: 15 April 2016
Synthesis of regional processes for the implementation and realization of a new tool for the strategic management public programs. Methodology and methods. The author conducted a comparative analysis of regional practices for implementation of State programs in the light of transformation of the strategic planning, processes of institutionalization of the new instrument, as well as structural components of its development and implementation. The information basis of research were the official sites of the executive authorities of the constituent entities of the Russian Federation, which posted materials on Government programs. Results. The author identified three main stages in the development of the strategic planning Institute since the mid-1990s: the first 1995-2004, second 2005-2013, third from 2014-up to now, which is characterized by the emergence of a new instrument of government programs. Analysis of the overall composition of public programs of the regions showed that, firstly, all regions have sustainable core State programs and the variable portion, i.e. programs directed at solution of specific tasks of the subject; secondly, there is currently no uniform approach to forming the whole of government programs and their relation with public programs at the federal level and strategies for socio-economic development of the Russian Federation; thirdly, there only two main models for implementation of the State programs in the regions were generated. It is proved, that should be paid more attention to such critical elements as aims and evaluation of results of the programs, as well as increased responsibility for the results of their implementation. Scientific novelty. The author generalized regional approaches to the implementation of the State programs, taking into account the requirements of administrative and budgetary reform, the transformation of the strategic planning system, basic directions of social and economic development; grounded model of development and implementation of the State programs in the constituent entities of the Russian Federation.
