The article is devoted to researching innovative entrepreneurship and to analyzing basic mechanisms of national management policy implementation in the field of innovation. Methods. Based on the analysis of contemporary approaches to researching the state innovation policy system and basic mechanisms of its implementation the author’s understanding of the need to stimulate innovation activities of entrepreneurship is provided and basic directions are formulated to increase the efficiency of measures of state support to entrepreneurship, which will increase national economy sustainability, improve investment climate, provide support to high-tech sectors of economy. Results. The research results can be used by local and federal authorities in developing measures to implement mechanisms for stimulating innovative activity of entrepreneurship as one of the key priorities of national innovation policy. Scientific novelty. Basic directions and guidelines of the state policy in innovative development management are identified, which provide for implementation of a set of measures aimed at creating favorable conditions for entrepreneurial initiatives, at improving competitiveness and investment attractiveness of the Russian enterprises and at enhancing their ability to work in global markets.

Purpose. The purpose of the research is the development of scientific and methodological foundations of building a management models based on the analysis of socio-economic indicators, which from an economic point of view, can be regarded as a justification for the commercial prospects for the development of innovative entrepreneurship. Methods. In the study there were used methods of correlation and regression analysis of innovation activity of businesses at the regional level by the example of the Moscow region, by means of which author made an estimation of tightness and direction of the causal interdependencies among productive and the signs of endogenous model. Results. Proposed regression model of performance evaluation of innovation active enterprises can be successfully used in the construction of forecasting and management development models adapted to the practice. Application of the proposed methodological approaches to the modeling process allows to develop forecasts with a considerable degree of accuracy and reliability for management decisions and medium-term development planning. Scientific novelty. The resulting regression model allows implementing operational management of innovative business potential. The resulting values of indicators in the regression model are a tool for analyzing the effect of the factors considered in the level of innovation activity. Thus, the constructed models allow to carry out a comprehensive analysis as well as operational management and forecasting of innovation.

Purpose. This article discusses the content of public-private partnership as an institution of modern economy, as well as legal and institutional instruments for achieving partnerships between the Government and business, their development in terms of modernizing transformation of the economy. Methods. On the basis of the study of modern approaches to the definition of a public-private partnership entity, its forms and principles the authors proposed their own interpretation of the need for the introduction of public-private partnership in the research sector, on the basis of which they formulated directions of perfecting the relationship between the Government and business in order to intensify their mutual cooperation in the innovation sphere. Results. The results of this research can be used by local and federal authorities in the shaping of measures taken to implement the mechanisms of public-private partnership in innovation sphere. Scientific novelty. The authors identified the main principles of the State policy in the sphere of innovations aimed at ensuring import substitution, which will increase the sustainability of the national economy, improve the investment climate, and provide support for high-tech sectors of the economy. Recommendations to stimulate innovative business activity as a condition of economic modernization were proposed.
