Purpose. In article the authors tries analyses modern of the problems and measure participation of the big business in international trade Russia and Ural regions. Methods. To study algorithms of construction optimal model of the mechanism management of foreign economic activity in the country and the Ural regions and optimization of systems management they in specific condition development old-industrial regions of the Urals. Result and scope. The analysis of theoretical works by domestic and foreign scientists, us results of the development international trade in old industrial regions, with their biggest park of old industrial equipment, study common and specific line of development management international trade in regions. The result of analysis may be utilization by elaboration region programs of strategic development regions of Russia and optimization structural management international trade in this territories. Scientific novelty. Consist in research specific line by diversification development structural management international trade in different territories of the Russia, especially old-industrial region of the Urals, with use modern model of management international trade in regions of the Russia.

Purpose. To study the algorithms of constructing innovative-technological clusters in single-industry towns in Russia and to improve their management system under specific conditions of the old industrial regions development in the Urals. Methods. The research is carried out on the basis of analysis of theoretical and practical approaches of domestic and foreign scientists to the problems of the Russian single-industry town development diversification using their innovative-technological clustering as a form of concentration and centralization of production and management in mono-territories. Results and scope. The study of the domestic and foreign clustering experience of and, first of all old industrial regions, with their massive traditional industrial equipment park (labor, energy-consuming, metal-intensive) will enable in developing a cluster production structure in single-industry cities to identify their common and specific development features on the basis of innovative-technological solutions. The obtained results can be applied for the development of regional programs of strategic development of the RF territories and for optimization of management structure for these mono-territories. Scientific novelty is in developing specific approaches to the mono-territories development diversification, especially to the old industrial regions of the Urals, using the innovative-technological clustering to blur the specialized manufacturing orientation of the RF mono-territories.

Purpose. To study the processes of generalized control algorithms design in developing territorial clusters in Russia. Methods. The work is based on the analysis of theoretical works by domestic and foreign scientists and experts in the field of cluster development, management and operation. In the research the process approach principles were used in terms of designing clustering algorithms. Results and scope. Based on the study of works by the Russian and foreign authors on the specified topics and on practical activities to develop a "roadmap" of the machine-building cluster with "Machine-building" innovative industrial park (Chelyabinsk region) the main and specific factors of cluster structures formation in different regions of Russia were identified, standard schemes of designing territorial clusters algorithms were proposed. The obtained results can be used to develop assessment criteria indicators of cluster potential and the results of clusters performance in the Russian Federation, optimization of functional structures in their formation and document processing in the course of clusters development. Scientific novelty. Scientific novelty consists in designing clustering schemes and algorithms in a universal (generalized) form, proceeding from the minimum necessary and sufficient list of stages of the process, considering the main and related factors affecting it, as well as the specifics of the machine-building cluster formation.
