Purpose. The considered an elective executive’s report as a form of responsibility, enforcement actions applied towards elective executive as a subject of municipal-legal relations. Methods. The author used a regulative-logical analysis, comparative law studies method; analyzed scientists’ opinion, acts of the RF Constitutional Court, international legal regulations. Results and application area. In the research, the author considered a report as an enforcement action applied towards elective executive as a subject of municipal-legal relations, studied organizing-preventive application of the given measure. The author found out that the report as a responsibility is a form of realization of the above-mentioned sanction, and sanction is a degree of that responsibility. Scientific novelty. The author substantiated specificity of an elective executive’s report as the most relevant and efficient form of constitutional-legal responsibility; identified three directions in understanding legal responsibility. Representatives of the first direction identify it with legal responsibility of material-legal and procedural-legal character. Representatives of the second direction put forward public enforcement as a basic institute-forming feature. Representatives of the third direction consider legal responsibility as a unity of three aspects: as a legal institute, as an element of legal status of a subject together with legal and active capacity and as a legal relation. The author proves that the report as a form of public-legal responsibility is only applied due to necessity to provide a proper execution of a municipal-legal standard. It is determined by the fact that the municipal-legal standard violation is not noticeable immediately as they are preceded by another legal standard violation.
