Purpose. Determination of optimization ways for realization of monitoring functions of the Federal State Motor-Service and Highway Authority in the sphere of motor service. Methodology and methods. The authors analyzed the indices of monitoring activity of the Ural Authority of the State Highway Monitoring. As a methodological base, the authors used an activity approach. The activity approach allowed the Ural Authority of the State Highway Monitoring to consider the process and results of monitoring functions realization. Results. Using the analysis the authors identified the problems of monitoring functions realization of the Ural Authority of the State Highway Monitoring, which can be grouped in the following way: problems caused by insufficient (non-qualitative) legal and regulatory functions (regulation doesn’t correspond with modern requirements, in particular its ability for its execution and control); problems caused by lack of legal and regulatory functions and realization of the state control (inspection) in the sphere of transport domain; problems connected with realization of the state control (inspection). To solve the above-mentioned problems in the article the authors propose a system of measures for optimization of a monitoring function of the Federal State Motor-Service and Highway Authority in the sphere of motor service. Scientific novelty. The authors determine the way for optimization of a monitoring function of the Federal State Motor-Service and Highway Authority in the sphere of motor service.
