Purpose. To raise a question of requirements to realize on a full scale state programs on reforming civil service in the Russian Federation, and systematize local legislation justifying an amount (check-list) and facilitating mechanism of social guarantees on various types of the RF civil service provided by the state. Methods. Methodology of the research development consists of general scientific and special knowledge methods. First, it is a dialectic knowledge method of political-legal reality, analysis and modelling. In the research, the authors used a formal-logical, systematic-structural, historical and other methods. Results. In the article, the authors introduced a list of social guarantees provided by the state in various types of civil service of the Russian Federation; demonstrated a variety of statutory and regulatory acts determining their facilitating mechanism; proposed to use the federal law as an act enabling to develop a uniform foundation for civil servants to realize the provided law, taking into account legal regulation specificity in the given sphere; determined a regulatory basis for its development, a place in the system of legal acts and some peculiarities of its content. Scientific novelty. Taking into account the existing legislation, the authors proposed to develop the federal law determining a facilitating mechanism of social guarantees in various types of civil service, which is a uniform basis for further lawmaking in the given sphere; determined its place among other legal acts and proposed some peculiarities of its content.

Purpose. To offer for the scientifi c community and practitioners certain provisions, requiring normative regulation (implementation), for discussion in order to systematize national legislation regulating mechanism of ensuring social guarantees for different types of civil service in the Russian Federation. Methods. The methodology of the research is general scientifi c and some specifi c learning methods. These are, fi rst of all, dialectical method of studying political and legal reality, analysis and modeling. The formal-logical, systematicstructural, historical and a number of other methods have been used in the research. Results. The diversity of legal-regulatory acts defi ning the mechanism of providing social guarantees for different types of civil service of the Russian Federation has been analyzed. Proposals aimed at creating an integrated system of legal regulation in this fi eld have been made, in particular: • legal terms requiring regulatory clearance are identifi ed; • principles underpinning the provision of social guarantees for different types of public service of the Russian Federation are highlighted; • legal structures to improve social security implementation, as well as a number of other conditions to ensure the high quality of legal regulation of social security for civil servants are proposed. Scientifi c novelty. Referring to the existing legislation a number of requirements are identifi ed to be met for the creation of a federal law identifying mechanism to ensure social guarantees for different types of civil service, as a homogeneous basis for further legislation development in this fi eld.
