Purpose. Analysis of measures conducted by power bodies on improvement of the system of public property management in the RF within the context of innovative development. Methodology and methods. Methodological basis consists of major provisions of neo-institutional economic theory, modern research in public management. In the article the author used a systematic approach using the method of economic interpretation of the received results. Normative and methodological materials of federal and regional power bodies on issues of land-property relations in the RF are the basis for information basis. Results. The author proposed a complex of activities on improvement of efficiency of the system of public property management in the RF among which special attention is paid to improvement instruments of responsibility and motivation system of public executives. Scientific novelty. The author substantiated the meaning of responsibility and motivation system of public executives in development of efficient system of public property system in Russia that supplements methodological basics of efficiency appraisal of its usage.
