Purpose. Critical analysis of the efficient use of competence models for solving the problem of selection of candidates for a leading position. Methodology and methods. In the framework of the competence and situational-normativist approaches comparative analysis, simulation, synthesis and evaluation are used as basic methods. Results and scientific innovation. Most models include a list of competencies, which are socially acceptable features. Correlation of these qualities with management effectiveness is not established. Methods used both to generate a list of competencies and to estimate candidates for a leading position, cannot provide a solution to the problem of forecasting the efficiency of the candidates for the head.
