Purpose. The article is devoted to detailed and systemized analytical consideration of the six main international studies which allow to evaluate the level of the state competitiveness: business-climate situation, level of entrepreneurial activity and level of preferential treatment of business development, situation with development of competitive environment, investing possibilities and level of economic openness. Methods. As the main method the authors use the method of comparative analysis and comparison within the context of systematic approach. Scientific novelty. The authors underline special features of each study according to the assessment of the state competitiveness, methodology of ratings development, indices included into the methodology of rating analysis. Results. On the basis of the analyzed rating indicators of the evaluation of entrepreneurial and investing climate it seems possible to have system-based positioning of economic policy of the state influencing the adoption of managerial decisions in the development process of a special-purpose program.
