Purpose. To assess dynamics of indicators and to identify spatial models of inter-municipal cooperation at macro-regional level. Methods. Methods of economic-statistical analysis (average and relative values, identification of trends in socio-economic dynamics, "presence" assessment) are used in the research. Results and practical significance. The assessment of whether the development trends of inter-municipal cooperation identified in the author’s earlier research retained in 2014 is carried out. On the national level and the level of Federal Districts indicators of inter-municipal cooperation development by types of municipalities and types of inter-municipal organizations are compared. The outcomes will be sought after in practice to justify recommendations for reducing administrative barriers in the inter-municipal cooperation of different types of municipalities and various Federal Districts of the RF. Scientific novelty. The relationship between the type of activity of the municipality and its participation in various forms of inter-municipal cooperation is confirmed. Exemplified by a set of Federal Districts of the Russian Federation the specifics and the model of participation of municipalities in the inter-municipal organizations are revealed.

Aim. Assessment of the first results of "the open budget" implementation practice in the Russian Federation and systematization of the strategic directions and actions of the RF Ministry of Finance to increase openness and transparency of the budgetary system. Methods. The research is based on general scientific theoretical and empirical methods: comparison, induction, abstraction, analysis and synthesis. Results and practical relevance. The relevance of participative management technologies implementation into budgetary policy is justified. The level of the RF budgetary openness in terms of international open budget index is characterized. The analysis of "road maps" of the Ministry of Finance of the Russian Federation on increasing openness and transparency of public finance in Russia is carried out and recommendations on their implementation mechanisms improvement are formulated. Scientific novelty. Specifics of implementing open budget formation technologies in Russia connected with specific features of power and society interaction, main actors of the budgetary process, the need for initiating activity at regional and local levels are identified.

Identification and evaluation of the impact of the transition to a two-tier local government organization on the degree of uneven distribution of income and expenditure budgets of different types of municipalities. Methods. The study is based on the methods of economic and statistical analysis of the uneven distribution of income and expenses. Results and practical significance. Tendencies of changes in the distribution of income and expenditures of local budgets by types of municipalities in terms of municipal reform. Substantiated factors influencing the pace of change in the volume and structure of revenues and expenditures of local budgets. Generalized and systematized statistical data characterizing the different types of local budgets of municipalities for the period 2006-2012 years. Scientific novelty. Disclosed negative and positive effects of the transition to a two-tier system of local government organization in terms of the formation of different types of budgets of municipalities. Revealed the most serious distortions in the formation of income and expenditure of urban districts, municipalities and settlements.
