Based on experience and public procurement statistics, on evidence-based approaches and objective assessments of the current procurement practices by the customers of the Crimea and Sevastopol, as well as on their own conclusions, the causes of diffi culties of the transition period to federal contract procurement system of the Russian Federation in these areas are researched. The main managerial problems of extremely ineffi cient spending of budget funds allocated to the Crimea and Sevastopol for purchase in the frames of the federal target program of the Crimea and Sevastopol development. Conclusions are made about the need to prolong the transition period for the integration of these said territories into the federal contract procurement system. Scientifi c novelty. The authors identify legislative, economic and administrative reasons impeding economic integration of state and municipal customers of the territory of the Crimea and Sevastopol to the Russian federal contract procurement system and reasons of establishing the transition period to the № 44-FL of 05.04.2013 “On the contract system in the procurement of goods, works and services for state and municipal needs” from July 1, 2015 and for municipal needs in these areas only from January 1, 2016.
